DIXON, CA (MPG) - Per campaign finance laws, Campaign Disclosure Statements include all of a candidate’s monetary receipts and expenditures. State law requires that they be filed publicly, and are thus available for inspection through the City of Dixon.
Eighteen months before this year's elections, Councilman Steve Bird announced his campaign for Mayor so got a jump on campaign fundraising with a reported $12,768 received from July 1 to December 31, 2019.
A handful of local residents contributed nearly $1,000 of that with Developer Clifton Taylor donating $500 and his company in Roseville donating another $500. Similarly, $500 was donated from Emerald Site Services with an additional $1,000 from two individuals connected to that company.
Other contributors were other construction-related companies each giving $500: Al's Land Clearing Inc.; Marques Pipeline, Inc.; Marques Jaeger Equipment Co.; Coastline Water Resources; Minturn & Associates Management Services (now closed); Stevenson Supply Tractor; Kleary Masonry, Inc.; and Hemington Landscape Services. Kevin Johnson, the sole council candidate for District 3, donated $500 and Endicott Communications donated $250.
For the campaign report January 1 through June 30, 2020, Bird reported $1,898 in contributions received and $2,964 in expenditures.
The contributions included $1,500 from Recology, Inc. Political Action Committee #921099 and $200 from Solano County Supervisor James Spering. He also had $198 in unitemized contributions.
His expenses included $125 for support of County Supervisors Solano County Campaign of $125 and $250 for a Solano County Republican Central Committee political fundraiser.
Councilman Devon Minnema who is also running for Mayor disclosed a total of $3,900 contributions including a donation to his own campaign for $1,650. Debra Dingman* and Doug Beasley donated $500 each. There were three individuals who donated $250 each and five who donated $100 each. Minnema had a $2,500 expenditure to McShane LLC for polling and survey research and $131 for office supplies.

The next reporting cycle started July 1 and ended September 19 with Bird continuing to receive support from development-related companies including two $500 contributions from a sales engineer for Sentech Measurements, Inc. and O L West Management Company. His total income was $1,100.
His expenses were for filing fees, the Cops Voter Guide, signs, office supplies, and fundraising totaling $1,781. With his previous forwarded balance, Bird's ending balance is $10,548.
The two other Mayor candidates, Thom Bogue and Ted Hickman both filed Form 470 with no income or expenditures during the reporting period.
Councilman Minnema's report showed $5,000 came from Chris Rufer, owner of The Morning Star Company, a tomato farming and processing company in Yolo County; $1,000 from Pastor Mike Farias, owner of Plumbing, MD, Inc.; $1,500 from owner of Tom Nishimura Farming and $1,500 was contributed from David Dingman, a financial analyst with AT&T.
There was a $500 donation by Reveille Farms and also from retiree William Higgins; $300 from Aaron Hoffman, owner of Hoffman Fabrication; $250 by Brock McMahon, a Logistics Supervisor for the US Air Force; $250 from Stephen Fisher, Engineer, and also from Tim Smith former owner of Dixon Truck and Tractor; $200 from retiree Marvin Madsen and numerous contributions from local residents of $100 each and $437 was unspecified contributions of less than $100.
Minnema's expenses were for McShane LLC for consulting, polling, direct mail, and online messaging for $5,973; the Estate of Dana Foss for campaign headquarters rent of $1,200; The Printing Shop for $916; filing fees, various voter's guides, signs and postage.
This report showed a total income of $12, 862 with $13,003 in expenses. Considering his beginning balance, Minnema's ending balance is $1,582.
In summary of the Mayor's race disclosures, Bird has raised $15,766 and Minnema has raised $16,762, leading by nearly a thousand dollars exactly.
In the District 4 City Council race, Don Hendershot has raised the most with $2,500 and loaning himself $999 to bring his campaign chest to $3,049 with the largest donations from Kathleen Archer for $550 and Kevin Johnson for $500. Johnson is running uncontested for District 3 City Council. Hendershot's expenses were listed for filing fees and other printed and internet promotional material to the tune of $2,715.
Candidate Jerry Castanon, Sr., loaned himself $3,110 and received $1,058 in individual contributions including $300 from retiree Estella Amaya, $250 from retiree Paula Meares, and $250 from business owner Ted Jorgensen. His expenses of $3,182 included web design, yard signs, political fliers, a walk list for District 4 and political ads in the Dixon Tribune.
There were no disclosures for District 4 candidate Logan Legg, District 3 candidate Kevin Johnson, or Treasurer candidate James P. Ward.
